From 1 April 2022, tourists from Thailand who have completed the full dose of vaccination can enter Singapore without quarantine.

From April 1, 2022, Singapore will implement specific measures to separate those who have been fully vaccinated and those who have not received the full dose.
FULLY VACCINATED
Singapore welcomes all vaccinated travelers without requiring entry authorization or quarantine.
Only showing a negative pre-departure screening upon arrival who enters Singapore by land.
There is no need to test required before entering Singapore.
Fully vaccinated travelers who have recently recovered from COVID-19 can use Vaccinated-Recovered Portal to submit a medical certificate after recovering from COVID before leaving for exemption from examinations.

3 Days before Departure: Submit your Singapore Immigration Card (SG Arrival Card) along with e-health declaration via online service at the Immigration & Checkpoints Authority (ICA) website
2 Days before Departure: For those who enter Singapore by air and sea, tested for COVID-19 using Polymerase Chain Reaction (PCR) or Antigen Rapid Test (ART) methods that are approved by a healthcare facility
NON FULLY VACCINATED
Currently, non fully vaccinated short-term travelers are not permitted to enter Singapore. Unless, otherwise approved (e.g. sympathetic reasons or severe illness of family members)
2 Days Before Departure: Test for COVID-19 using Polymerase Chain Reaction (PCR) or Antigen Rapid Test (ART) methods that are approved by a healthcare facility
When Arrival at Singapore: Quarantine for 7 days (Stay-Home Notice: SHN) at any accommodation you booked in advance.
After completed quarantine: PCR testing
